Dear Dr. Herklots,

I saw the Lord Mayor yesterday in accordance with the suggestion made at the meeting of the Colonial Development and Welfare Committee in April and he explained to me, with regret, that there were no more funds available for distribution after the gift of £50,000 made recently to the Secretary of State for Hong Kong, Malaya and North Borneo. I have since heard of another possible source and am pursuing enquiries. I do feel very strongly, as you and the members of your Committee do, that housing in Hong Kong constitutes a No. 1 priority from every angle and that a generous grant would be very greatly appreciated by the local community and do much to enhance British prestige.

I had a meeting with Sir Sydney Caine, K.C.M.G., and Dr. Mahaffy, head of the research section of the Colonial Office some days ago and it was agreed that a memorandum should be drawn up stating the case for an application for a substantial grant from the Colonial Development and Welfare Fund (Research) in connexion with the proposed Institute for Medical Research in Hong Kong to replace the Pathological Institute and animal homes built in 1905 and now a dangerous building.

Dr. Mahaffy is on leave in Devon at the moment, but I have full confidence that he will support the proposal and I think that it would be fair to say that Sir Sydney Caine will give it his benison.
